I admit, that I gave the idea of this plugin to egemenerd. It was just like they put into the description! I had created a bbPress forum (using a theme by egemenerd) and wanted to allow some shortcodes for my users. Since there wasn’t such a feature in the theme, I began to google and found a lot of examples, where you allow all shortcodes in forums. But allowing all shortcodes poses a big security risk, that’s why they are disabled in the first place.
What I ended up doing, was a combination of a user role plugin and my custom code. It works, but is no way a layman’s solution. This “DV Shortcode Whitelist” just makes it a hell of a lot easier for everyone!

I will be trying it as we move forward. I got a few things to do before needing it. But I will be installing it today.
