wp 3.5.1 comments/pings broken after latest update?

I’d disabled all plugins before adding the latest wp 3.5.1 update, however now my comments/ping settings appear to be permanently off! I just tried again a few minutes ago. I’ve also re-saved all my comment settings under settings/discussions, then created a new post to see if I can leave a comment, and am told that comments and pings are currently closed.

What am I missing to re-enable this functionality?
