wp-admin folder

My apologies if this is redundant, but I’ve looked through the last four posts pages and did a search.
I’ve installed SQL dependant PHP scripts before without a problem. The config changes in those scripts were virtually identical to WordPress’ I’ve double-checked everything on that end and the database, username, password, permissions, ect. are all correct and I know from past installs (of other scripts) that my host’s serve is configured properly.
So, following the 5 minute instructions I upload everything in https://www.apt131.com/wordpress/
Then I try to access https://www.apt131.com/wordpress/wp-admin/install.php
Well, there’s no wp-admin folder. I would create it, but I don’t know what all would be in there. Is there a discription of the fine structure I’m suppose to follow?
Oh I’m so lost.

There doesn’t seem to be a wp-config.php file. I need this before we can get started. Need more help? We got it. You can create a wp-config.php file through a web interface, but this doesn’t work for all server setups. The safest way is to manually create the file.
