wp-admin goes to 404 Error

The background is I tried to change the site url from https://www.example/wp to https://www.example using

https://codex.www.ads-software.com/Changing_The_Site_URL
In the settings>general tab I changed the site url at which point I was logged out of admin.
Since then, the wp-admin will not load.

I tried reinstalling and achieved the same results.

I have searched the forums and found similar issues, but no resolution. If there is a link to follow, please recommend.

Any ideas on how to remedy this are appreciated.
