wp-admin redirects to upgrade.php

Hi There.
For some reason, even with a fresh install of wp-admin (I would replace more, but I’m fixing a carcrash of a website.) it’s redirecting from wp-admin to upgrade.php.
https://www.skianmhor.com/index/wp-admin/upgrade.php?_wp_http_referer=%2Fnewsite%2Fwp-admin%2F is where it’s redirecting to.
Any ideas?
