WP-Cache Counter Not Increasing/Caching

I have a slight problem with WP-Cache – it’s not caching. I’ve done the necessary steps such as creating the symbolic link and changing permissions, but that does not seem to work.

Now I want to uninstall and reinstall it (start from scratch, if you will), but I don’t know where to begin because the instructions are not in the readme file.
