    Is the WordPress Codex available for download?
    Where can I find it?

    There have been people who claimed to have obtained it though I’m
    not sure whether they had done so by legitimate means.

    Is the WordPress Codex available for download?

    There is no official download, no. Mainly because it’s a wiki that is continually being updated. So as soon as you downloaded a copy, it would be out of date.
