contact your hosting provider, if they have a backup of your site, which they could re-install.
if that does not work, as far as I am aware, you can only get the default wp-content folder back by downloading wordpress https://www.ads-software.com/latest.zip to your computer, unzipping it, and uploading the wp-content folder onto your server.
any customisation to themes and any of the themes that you might have added, as well as plugins, and uploads, etc. will be lost in this case.
