WP dont load my custom CSS (only on preview)

Never ever had this problem. Page from friend, the customize CSS will not load.
I remember all customize CSS(theme >global config) is a “inline css” right?

Simple example: I try this here

body{
display: none;
}

and it works in the preview window, the page is invisible.
After save, reload, clear browser cache, disable auto-cache plugin and reload 10 times. Nothing happend on webpage. No inline css is generate. Try other theme, same problem. What in hell is that ?

I am very frustrated, I have never had anything like this before. Thanks for any help.
