WP installs ok, then logging in to admin page wrecks it

Quick backstory: Site was up and running for months with no issue, then suddenly went down for no apparent reason. Something plugin related perhaps? I attempted to fix it with no luck, so I backed up the blog and deleted it completely.
Reinstalled WordPress through GoDaddy’s hosting control panel. That’s fine. Page shows up.
Reinstalled the theme files I purchased from templatemonster.com, including the plugin files, .htacess, etc. Upload dump file to new database. Site loads fine with demo images etc on new theme. Everything is ok.
I go to log in to the wordpress admin page and get the following error message:
‘Fatal error: Call to undefined function get_current_blog_id() in /home/content/34/6826634/html/wp-includes/user.php on line 655’
This message also now shows up on the website home page. I understand that that points to the user.php file etc but I don’t have the foggiest idea what to do with that information. *sigh.
Thanks for any help, I’m thoroughly frustrated. This post is the culmination of many nights of aggravation.
