WP Members and staging sites

Two questions:

Does the paid version support WP Members or do I have to create a custom rule to control visibility of a menu item based on the user’s subscription status?

In deciding whether to get a single site license or a multiple site license, we have a staging site whose domain has a .dev suffix. Will that count as a license (I know some plugins don’t count sites like that).
