WP Multisite Admin Widget Section is missing on regular admin user?

    Hi and good day, my problem is WP Multisite Admin Widget Section is missing on the Appearance submenu, if I login as a regular admin user from one who register a blog the widget section is not visible, check out this image link which it didn’t show the submenu for appearance

    I tried to disabled all plugin but still it is not showing, it only show if I’m login as a owner network admin (super admin).

    is this been disabled to multisite version, it works before on wordpressMU.
