WP new install fails

A test index.html in the root works.
delete index.html
upload all new WP files/folders
put database info into wp-config.php
https://domain.com displays a directory list of domain.com
https://domain.com/wp-admin displays a directory list of domain.com/wp-admin
https://domain.com/wp-admin/install.php runs install as expected; and backend works IF
accessed by https://domain.com/wp-admin/index.php.
Side note: updating akisment plugin requires entering FTP login info

ps. I’ve installed WP lots of times before without errors. This is a new host/client. I don’t know anything about the host.
