WP Requiring FTP Access to install theme/plugin

I have a new installation of WP (https://cwll.us) that is asking for FTP access in order to install a plugin or theme. I did find ways to fix that on an Apache server, but this one is running on Windows. Is there a fix for this short of giving the developer access to the server via FTP? The developer does have admin access for WP, but not FTP access to the server.
