Wp touch Break points issue

  • Site: https://gokwikkar.com/ use the wp touch. The issue I’m seeing is devices with (hard spec) 640 width by 960 length screen. They are seeing the text is differnet color. So knowing a little about responsive web design, i believe the breakpoint is set to 640 width by 720 length but this is a software pixel and not the hardware pixel as I have discribed.
    So these customer are below the first break point. Ther viewing is terrible.Is there a way to set the first breakpoint to compensate for these devices?
    I can provide screen shoots if nessary. I have been testing this in chrome devlopment mode to validate.
