wp_head doesn't fire on wp-admin (when logged out)?

In general a great plugin thanks.
However I’ve noticed that there are problems when visiting wp-admin while logged out – I’d like this to display my usual 404 page, but it seems that the wp_head action is not firing, which in my case means none of my webfonts are loading.
The 404 page is fine when visiting wp-login.php, it’s only for wp-admin that this problem occurs.
