wp_list_cat not displaying anything

    When I use the wp_list_cat tag or the list_cat tag like this

    <?php list_cats(‘0’, ”, ‘name’, ”, ”, ‘1’, ”, ‘1’, ”, ”, ”, ”, ”, ”, ”, ”, ”); ?>

    I get a nice display on my webpage, but the links take me to a blank page, that says Done in the bottom infobar. The link displaying in URL bar is
    https://www.officiallyscrewed.com/blog/?cat=14

    Any suggestions? This happens in both IE and Mozilla.
