The response body for the error includes:

Manual block by administrator

This means that you, or another administrator, have created a manual blocking rule to prevent your server from sending requests back to itself. It could be a hostname block, an IP address block, or an IP address range block.

Your server IP address is 185.30.32.243

You will need to remove the block that you created from the Current blocks section on the Firewall >> Blocking page.
