wp_w3all 1.3.0 – fix phpBB usernames ALL chars !important

1.3.0 has been released to fix phpBB users addition on WordPress, correctly also if they contain characters that WP by default do not accept, so maybe an user was resulting as different username logged in after added in WP from phpBB if named like !-mynicename$=??.
