wpms plugin manager ?

    anyone come a cross a good plugin manager for wpms 3.5.1 ?

    current wpms 3.5.1, only allow to network activate or disable, but once disable, it disable all site (include main site) and individual site will see the option to enable it ….. looking for something that allow admin set permission on it.
