Wrong back compatibility with woocommerce 2.6.1

Hello,

I choose woo discount rules because of its compatibility with woocommerce 2.6.1 (as indicated on this page : https://www.ads-software.com/plugins/woo-discount-rules/#installation) but it seem the plugin makes use of the wc_strtoupper function which was introduced in the 3.0.1 version (https://docs.woocommerce.com/wc-apidocs/function-wc_strtoupper.html).

Could you fix this and remain compatible with wc 2.6.1 please ?
