    I’m hosting wordpress locally. Debug mode is set to true (define('WP_DEBUG', true)). Installation is in russian language. I’m using WAMP.

    Now, when I’m doing something in the admin panel and this something results in errors (e.g., installing a plugin) wordpress suddenly changes charset to unreadable symbols (from cyrillic to CP1251) after the page is refreshed.

    So, for example, instead of seeing this word in the panel:
    Обновление

    I see this:
    Р”Р?Р±Р°Р?РёС?С?

    And thus the whole site…
    Honestly… it’s horrible ??

    If I go to the new page (and if it’s without errors) then it displays text in normal cyrillic symbols.

    And I’ve already reinstalled wordpress twice.

    With some older versions of WordPress (something around 3.3-3.5) and older version of WAMP debug mode worked properly, what’s wrong with them now?
