wrong country on shipping address

hello, at checkout, when a customer is choosing a different shipping address, the country passed on to paypal payment is our stores base country and not the country of the buyer.
Example billing address is a USA address and country is USA
Shipping address is a different address in USA but on PayPal it shows our country which is Cyprus. I.e a USA address but country Cyprus.
This is causing big issues and order cancellations for me
