    Just did some testing on my demo site, but couldn’t replicate the issue. I have one tax row for IT – and it only applied to Italy and not to US addresses.

    Try temporarily switching back to the WordPress Twenty Sixteen Theme, or Storefront, and disable all plugins except for WooCommerce. If that resolves the issue, then slowly re-enable features until you find the one that’s causing the conflict.

    Also, what happens if you create a new row for “US” and leave the tax cost at 0?

    I tried switching back to the WordPress Twenty Sixteen Theme and disable all plugins except WooCommerce, but the problem persist. Then i tried to downgrade to Woocommerce 2.5.5 and it works, so the problem seems to be WooCommerce 2.6.4 version. How can I fix it?

    Edit: downgrading to Woocommerce 2.6.0 also fix the problem. The problem is from Woocommerce 2.6.1+.

    I’m using WooCommerce 2.6.4 and can’t replicate the issue. The “IT” country code should definitely not be matching “US”.

    Did you try creating an extra tax row for “US” and just leaving the cost empty?

    Yes, I tried to create an extra tax row for US country but it doesn’t work.

    Finally I fixed the error! I found a bug in WordPress code.

    There is an error in one line of WordPress code. I fixed it reverting this commit:

    Local pickup is supposed to charge base tax. It can be disabled with a filter.
