WYSIWYG Editor Missing from MultiSite

I have a client with a multisite that I am not the only admin on. They have their employees as admins on the site as well.
I have previously had CKEditor for wordpress plugins installed because it is a better WYSIWYG with more control and advanced features.
I logged in the site today to make some changes and I noticed that the editor was missing. It was simply the text box to enter text with no editor.
My first thought was that it was a plugin that one of their employees installed that broke it. I checked the plugins and there were no new ones.
So I thought that possibly they updated a plugin that screwed with the editor.
I disabled the Ckeditor for wordpress plugin and the default editor came back, but with one major problem. It is stuck in html mode. The tabs above the editor to switch between visual and html are missing.
Things I have tried.
1. Disable all plugins
2. revert to 2011 theme
3. delete wp-admin and wp-includes directory and re-install
4. add define( ‘CONCATENATE_SCRIPTS’, false ); to wp-config-fileNothing is working. Help would be greatly appreciated.
