XAMPP mySQL Error establishing a database connection

I used the windows restore point to restore my c:drive to how it was a couple of days ago and now get a ” Error establishing a database connection” when using the localhost/xxx.com command to open my local wordpress site

When I go to the C:\xampp\mysql\data\xxx folder there are many wp***.ibd files which I suspect contains my wordpress data

However when I use the xampp control panel and go to mysql/admin the database is empty.

Is there any hope that I can restore the database or will I have to rebuild my site from scratch (panic ..)
