I’m sorry you’re having an issue. I’ll do my best to help you.
So I can better understand what problem you’re having, could you explain the issue in more detail. You have an account with Zapier.com, correct? And you can still login into your wordpress site as normal.
When you say file I’m not sure what you mean. If you have the latest version of WordPress running, it should handle XML-RPC by default. We no longer need to enable it manually through the WP dashboard.
If you haven’t already, you can check out this link, to make sure that you tried everything:

If you have an account with Zapier.com, you can contact their support and see if they can help you troubleshoot the issue for you and perhaps they can give you a better idea what is causing the problem. If they can’t, and you’ve exhausted every option, then it could be a problem with your site’s backend and you should check with your hosting to see if it’s a matter of them changing some of your site’s settings and see if the configurations for XML-RPC are correct.
