Yoast SEO and Premium Plugins Activation Issue

According to the Docs (https://yoast.com/help/installation-guide-of-wordpress-seo-premium/), I need both the Regular and Premium plugins activated, but I’m not able to active both.
I have the Premium plugin activated and when I try to activate the Regular plugin as well, it doesn’t actually activate. Is that normal?
