The backend area of Yoast is all blank – no setting are available.

Console is reporting the following error:

Uncaught TypeError: window.wpseoHelpScoutBeaconConsent is not a function
        at admin.php?page=wpseo_dashboard:865

    Running Yoast version 13.4.1
Tried with 2017 theme and problem persisted.

We’re sorry that you are experiencing problems that might be caused by our plugin!
    ?
Just to be sure, we would like to rule out any plugin or theme conflicts that may occur. The fastest way to do this is to deactivate all non-Yoast plugins and switch to a standard theme like Twenty Nineteen.
    ?
Test this on your development or staging site, if you have one. If not, we recommend using the Health Check & Troubleshooting plugin. This plugin allows you to run a conflict check without affecting normal visitors to your site.
    ?
As we can imagine that you’re unfamiliar with checking for conflicts, we’d like to point you to a step-by-step guide that will walk you through the process: How to check for plugin conflicts.

    Thank you for your reply.

I installed the Health Check & Troubleshooting plugin and entered the troubleshooting mode. With the default theme (twenty seventeen) active and ONLY Yoast SEO active (ver 13.4.1) the problem still exists. The settings area is blank and the error in the console is:

Uncaught TypeError: window.wpseoHelpScoutBeaconConsent is not a function
    at admin.php?page=wpseo_dashboard:568

The issue is now resolved. In case anyone experiences this, here’s how it was resolved.

There was an mu-plugins folder with 1 plugin in it (gd-system-plugin). (This site may have been moved from GoDaddy managed wordpress hosting to GoDaddy cpanel hosting and this plugin was leftover from the move?) I renamed the folder to mu-plugins-old. The issue still was not resolved.

Then I noticed a new WordPress update. I updated the site to WordPress 5.4.

On refresh the issue is now resolved. The admin screens are now populated again and the error is gone from the console.

I can confirm it happened because of old WP version.

Got the same bug on one of the sites by mistake.

Either use compatible Yoast version (check your WP core version and download older Yoast version) or upgrade WP.
