You are not allowed to submit a ticket.

Running v3.2.2 – A new user is created by WooCommerce when an order is placed. The account is set to the Subscriber role. When I login with that account and try to submit a ticket, I get the error “You are not allowed to submit a ticket.” Please advise. Thanks!
