You are not allowed to submit a ticket

Hi,
I have downloaded your plugins which seems great. but im facing the following problem..
When i want to submit a ticket it gives me the following message
“You are not allowed to submit a ticket” although im using a registered user

on the other hand i tried to establish a ticket from the admin portal and assigned it to the use, it went fine….but the user cannot open the ticket, he just sees it in the
