"You are temporarily locked out" – Users not receiving instruction email.

When users receive the “You are temporarily locked out” message, they are not being sent the email with instructions on how to remedy this.
This provides us with no easy way to give them access again without having a developer fix it for the client – which is very annoying.
Other emails send just fine with Wordfence- Alerts, Send test email:, etc.
Whats going on, and is there a workaround?
