That error can come before the order cancellation request was made

due to this following reason:
1) person tried to do cancellation for the order that was not placed from his account

2) order cancellation time was gone past

3) user tried to do the cacellation of the order with the order status that is not allowed for cacellation

if you got the error outside this then please send us exact steps so we can reproduce the issue on our end

Will need more detail

1) the order that gave error on cancellation was placed by a gust customer or registered customer

2) the order cancellation request was placed from the my account section of woccommerce or the Order detail page ( whose links are send in the email to the guest customer )

1) order placed by registered customer

will recoment you deactivate all other plugin and leaving Woocommerce and our plugin active with WordPress default theme Twentytwenty and then do the test you will be able to find the conflicting plugin
