"You do not have sufficient permissions to access this page"

“You do not have sufficient permissions to access this page” when i enter Proj id & code. for the Statcounter Plugin. I’ve tried 1) deleting the plugin all together. 2)deleting the proj in statcounter. 3) downloading the plugin to desktop and uploading to site 4) re-creating proj.

Still get the above error. Anyone know how to deal w/this? Is it a Theme issue.
