"You must log in to access the admin area."

I have this message after testing to connect to my adminsitrator panel.

Note, the wp-admin has been changed and there is in wp-config.php :
define( ‘WP_ADMIN_DIR’, ‘NEWADMINDIR’ );
define( ‘ADMIN_COOKIE_PATH’, SITECOOKIEPATH . ‘WP_ADMIN_DIR’ );

If I remove this point, it works.

How we can resolve this bug?
I am not alone after a reading of the “forum” part.
