The cart icon URL is something that is dynamic which is set according to the cart page that you set. If you want to modify the URL then you have to modify the theme’s code via the child theme. You can get the knowledge about the child theme and directly download Zarka child theme zip file from this link.

You have to use remove filter
add_filter( 'woocommerce_add_to_cart_fragments', 'zakra_woocommerce_header_add_to_cart_fragment' );
first and then you can create a call back function and hook it to the woocommerce_add_to_cart_fragments filter.
