Well, it appears that the cookie banner does not show if an adblocker is present. I have tried with uBlock Origin and it works with the plugin deactivated. Please check as there are high chances the end-user will use such a plugin but they won’t see the notice. Thanks.

Got it to work. I was using su-admin to view sub-sites. Creating a new user and switching to that fixed the issue.
