Yes. We do have an option to set a fixed price discount based on the quantity of products. In the rule settings, you can select the option ‘Check for’ total units or number of items based on your choice and set a fixed price discount. Free shipping is not available with the Easypost plugin since the plugin only calculate the Live shipping cost based on package details and the destination address,

But, you can add free shipping with the woocommerce shipping zone-> Add zone-> Add free shipping method for orders over 100$.
