This is definitely not a common issue. I guess there must be some conflict with your website specifically – or perhaps, simply AdBlock in your browser is hiding it (which is expected).

I am not sure what did you mean. This plugin should literally have no effect on your Google PageSpeed score.

Most likely your above the fold content is blocked by other JavaScript that you have on your site, coming from your theme or other plugins.

It doesn’t block any cookies – that would require manual implementation for every website as this can’t be automated due to lots of external scripts that might use cookies on your website (eg. Google Analytics).
