Unfortunately, WooCommerce does not support tax-inclusive shipping prices. That is true for built-in and third-party shipping methods.
You have mentioned one possible workaround. Another one is to provide shipping prices with tax already included and then disable shipping tax in the WooCommerce settings. However, neither option is ideal.
