Are you advising me to create a file under my child theme and update it with the code you provided above. If so, which parent file should I duplicate? Header?

Hello Bob,

The maintenance mode finally kicked in and is working fine. It appears it takes a bit of time (maybe 15 minutes) at the initial use after install but after that it works fine.
