Como dicen en mi país, el Desarrollador es un mostro para eso, el mismo día me dio soporte y no solo eso si no que actualizo el plugin para todos, que Dios lo bendiga mucho por ese gran trabajo y aporte que hace al E-Commerce en nuestro país.

El plugin ahora es completamente funcional en Mulitisite

Como hiciste para la instalación? yo migre un sitio a multisite y al momento de activar el plugin es como si no lo leyera, no me registra ni los departamentos ni las ciudades, te agradezco cualquier ayuda que me puedas brindar.
