Thanks again for reaching out.
I did upgraded WordPRess and the theme, I also updated the plugins and I just installed Eanble JQuery Migrate Helper as suggested but nope, does not look like it is making a difference.

Could it be that something is not getting loaded properly in the admin or a file was not updated properly when i updated the versions ?

Thanks for reaching out.
I disabled all plugins and didn’t make a difference
Then I deleted the template all together and reinstalled the theme and still nothing
Not sure what is going on … maybe I should not use Rows and columns? I installed Otter plug in and the have some kind of sections that look to work similar, will give it a shot
Any other idea?

I figured out my issue, I had to make the follow change and that fixed both issues

.wp-block-cover-image .wp-block-cover__inner-container, .wp-block-cover .wp-block-cover__inner-container {
z-index: 0;
}
