I am sorry for the confusion, the padlock icon, or the lock items that you are talking about, have been introduced in recent updates, we locked it intentionally to avoid some unexpected issue.
Now we took all options of inner blocks to parent blocks under?the Individual Accordion Item?panel, so, here lock means, you can not edit individual items.

So now, you need to edit/ style individual items of accordion from the parent,?https://d.pr/v/Cd8GW1

I understand and respect your concern, and our team is already thinking to rename it or delete this icon. I hope they will bring this improvement in the future.

I am sorry, but, custom breakpoint is not possible. The TOC should be collapsed and displayed in the top if you enable it from the settings, and the sidebar, by default it is disabled for small device, so, I am not clear about the scenario that you are talking about. Please share a screenshot and page link where you are facing the issue.
