I am having this issue as well. I previously was using the 2011 theme and had an image selected as “featured image” which took the place of the “Home Top Header Image”. I uploaded an image in the Home Top Header Image on the BlackBird Theme but it didn’t take the featured images place (which didn’t fill the entire space either). I removed the featured image and the HTHI still doesn’t appear and I am at a loss to explain why.
