The 2 places I would start looking into are
1- the theme settings in Customizer specifically the woo commerce pages options and check if Astra theme assigns a different header for the woo commerce pages
2- Check if you created a custom header from Elementor

Solved!!
Using the wp_robots filter I managed to solve this issue.
note that the filter was introduced in WP V 5.7.
