You should be able to do that no problem.
Just create the email/newsletter like you would for sending and save.
The “view email” button will take you to the “public” web version of the newsletter.

For an easy way to capture the link, send an email to yourself and click on the “not displaying correctly” at the top. This is the address of the newsletter online

I added an exception string
not to see if it works!

I don’t use the Super Cache plugin, though another plugin may have the same affect.

Here is what I have installed (if it helps)

It is normal install, and single site, no buddypress.
I did change the permissions on the visitors posting to see if it will help.

I did install google jquery library, but did not think about that being a problem.

As for using the back button, I am not sure what most of our users are using, but several have stated that they were having issues lately.

When I try, I have success about 40% of the time

Removal of Ultimate TinyMCE (visual editor) from Event Submit form seems to have solved the problem

Still having the delete issue.
Only seems to be a problem when using the search (filter) feature.

Reloading the page didn’t seem to help, but logging out, then back in seemed to solve the problem

Will mark it as resolved, unless it repeats itself

I did change the encoding settings prior and that seemed to fix the issue
