I’m pretty sure it was as I could see other scheduled tasks executing.

As this was a staging environment I rolled back to a version without WooCommerce and installed 4.0 from scratch. That worked.

I have another site I need to upgrade in a few weeks, If I hit this again I’ll reach out.
