I have since tried the same setup on one of my live sites and it works perfectly so I am sure the problem (which persists even after checking all your suggestions) is definitley related to localhost.

I mentioned in the original message that I had renamed the plugins folder and the themes folders so there can’t be a problem there.

I think I might have the solution.
I used pages with posts for the top nav and I should have used categories.

I am having identical issues. Single site, latest wordpress update.

No actions available in pages admin screen except the 4 blue boxes. They do not all work.

I want to edit pages in the same way as posts and currently that is not possible.
