No I did not – I never got a response from the author… ??
But, I got it to the permalinks to work anyway on my 2003 Enterprise server…
If you are struggling with it (setting up permalinks on windows 2003 server) – I can show you if you want to.. You do not need this plugin to get it to work anyway.

Well so it turns out that it wasn’t the directory restriction in open_basedir that was blocking the downloads, or any faulting security permissions setting on files/folder for the ISR_ / Network Service blocking WP from accessing files.
It was my policy for Security Configuration Wizard that was way to strict and was blocking/had shut down ports. I reverted the policy back to the old settings and POOF! – everything worked again ??
I haven’t really figured out yet what ports that was blocked and my top suspect is that it was the ftp ports, since my ftp server wasn’t accessible either. Neither from the Internetz or by local (LAN) connection or through the Administration tool. I’ve been googgling a bit and done some fast research and I’m now under the impression after reading a bit that WordPress uses the built in PHP ftp function to communicate with www.ads-software.com when trying to download plug-ins and such?
Am I on the totally wrong side of track here with that theory?
edit/note:
Oh.. .by the way does anyone happen to know what executable PHP uses for ftp connections – it isn’t the php.exe itself – is it??
The ting is that I need to make and exception for that process responsible for WordPress’s ftp connections in my security policy so can run a tight ship. It would be AWESOME to get the part straight also!

That does rings a bell I’d think – I have not set the open_basedir in php.ini to allow the ′%temp% in windows for php.I do not know though if that is a good idea? Anyway, maybe that is the solution..

I just changed it and did the tweak today!
Though I looks like it overrides the templates server wide and I am trying to find a way to have several templates in different sizes..
Do you guys have any luck with that part?

Oh and I almost forgot.. I also trying to tweak the setting for line spacing – it’s way too large for my taste..
Any ideas on how to accomplish this too? (that would be damm awesome ?? )

I do not know what setup you have, but I gave up this installation which was a manual installed WP – nothing worked with uploads.php page and not really no help to be found on the internetz if you are a Microsft server owner since most if not all subjects on the issue relates to Linux and apache..
So I throw in my towel in the ring and deleted the (damm thing) php 5.4 + whole database and WordPress installation on my server and used the automated installation from Microsoft (Microsoft Web Platform Installer) which installs php, mysql, fast-cgi and wordpress all in one time..
That worked very well!
So If you have Microsoft server 2XXX with iis and choose to do the same as me, just remember to change the settings you do not like in php and sql and so on.. and of course other security settings..

I am the proud owner of my own Microsoft 2003 server SP2 with wordpress installed on it. And I own everything from the hardware to the software itself. Actually I own serveral servers but never mind.. ?? I cannot be more selfhosted than that!
